Springfield, Massachusetts 2000-2001 The Spring Meadow Apartment complex comprises 200 subsidized two-story townhouse units. DDA ’s Master Plan for its 20.7-acre site outlines comprehensive improvements for increased safety, convenience, privacy, recreation and open space for its residents. Identified by residents as the most significant hazard area, the parking lots are the focus of DDA’s proposals: reducing the excessive number of parking spaces and eliminating pass-through circulation in favor of centrally located peninsulas; and adding fencing around parking lot peripheries. The peninsulas have multiple functions as children’s play areas, seating and open space. The new fencing transforms “no-man ’s land ”into private front yards. DDA’s proposals for spaces between and behind building/parking lot clusters are for three community recreation areas a water play area, teen sports and a multi-generational socializing/play area linked by a loop trail.
